On 30 March 2009 upon the demand by a private party (AWSA) justified by the advanced negotiations with the European Investment Bank, the Minister of Infrastructure and the representatives of Autostrada Wielkopolska S.A. concluded the Annex to the Agreement of 30 August 2008 on the construction and operation of A2 Toll Motorway in Świecko – Nowy Tomyśl section.

The a/m document sets the Financial Close Date at 30 June 2009, while other time limits are not changed, including the date of opening of the Świecko – Nowy Tomyśl section of A2 to traffic. The Concessionaire ensures that the A-2 section from Świecko to Nowy Tomyśl shall be operational before the EURO 2012 championship starts.

AWSA strives to find the financing by commercial banks and that is the European Investment Bank as the senior lender,. The negotiations with EIB entered the phase of making a decision on granting the credit facility, to be expected in mid April this year. In such situation it is possible to resume decisive talks with the commercial banks. The Financial Close is the financial basis of the project and shall enable the actual commencement of the construction.
The A2 section to Świecko shall be the longest motorway section ever to be built using the concrete technology. The cost of the construction of the western section of A2 Motorway shall not change and shall amount to EUR 1 milliard 298 million, that is EUR 12.2 million per each kilometer of the motorway. This is a comprehensive cost, including the construction design and all preparatory works to be performed by the Company before starting the construction. The cost also takes into account the full motorway equipment, including, without limitation: Toll Collection Plazas and Stations, Emergency Systems, Rest and Service Areas, that is the cost of about EUR 1.5 million per kilometer. The projects implemented by other entities do not take this necessary infrastructure into account.

The scope of the project includes:

  •  105.9 km of the new motorway with concrete pavement, including 18.8 km of upgrading the existing national road no 2
  •  76 bridges and overbridges – 86 as a target
  •  2 Motorway Maintenance Centres (Ilanka, Biały Mur)
  •  6 complete motorway interchanges – 8 as a target (Nowy Tomyśl, Trzciel, Jordanowo, Torzym, Rzepin, Świecko)
  •  6 Rest and Service Areas – 10 as a target (Rogoziniec, Chociszewo, Koryta, Walewice, Sosna, Gnilec) equipped in parking lots, toilets, children playgrounds, and 4 bars and 4 petrol stations
  •  closed toll collection system, that is 5 Toll Collection Plazas and Stations (1 Tarnawa Toll Collection Plaza in the mainline, 4 Toll Collection Stations in the motorway interchanges of Nowy Tomyśl, Trzciel, Jordanowo, Torzym)- the drivers shall pay for the actually covered kilometers, taking a ticket at the entry, and paying at the exit from the interchanges;
  •  full equipment in environmental protection devices (environmental ponds, noise barriers, isolating green, animal passes, safety devices – emergency roadside telephone every 2 km, fencing along the whole motorway (except for interchanges)
