COMMENCEMENT OF TOLL COLLECTION IN THE S\u0141UPCA INTERCHANGE.<\/p>\n<p>\u2022 Starting\u00a0<strong>from 2 January 2013 at 6.00 hours the toll rate will increase for vehicles of 1st and 5th category\u00a0<\/strong>in the A2 Motorway between Nowy Tomy\u015bl and Konin.<\/p>\n<p>\u2022 The toll collected for a 50 km average trip in the motorway in the 1st vehicle category will increase by PLN 1\u00a0<strong>(150 km = PLN 45 gross)<\/strong><br \/>\n\u2022 The toll rate for passenger cars per 1 km of the motorway will increase by PLN 0.02\u00a0<strong>from PLN 0.28 gross to PLN 0.30 gross.<\/strong><br \/>\n\u2022 The price increase concerns\u00a0<strong>the 1st category vehicles only, including passenger cars and oversize vehicles.<\/strong><\/p>\n<p><strong>Basic information<\/strong><\/p>\n<p>1. The increase, well below the inflation ratio, amounts to PLN 0.02 for driving 1 km of the motorway in a passenger car.<br \/>\n2. The price of PLN 0.28\/km binding from 2 January 2013 is lower than the minimum price as defined in the agreement concluded with the government.<br \/>\n3. The price will increased by PLN 1 gross for making an average trip of 50 km in the motorway (150 km cost PLN 45 gross after the increase).<br \/>\n4. In compliance with the Concession Agreement concluded with the government, the Concessionaire is fully authorised to shape its price policy at its sole discretion in terms of the toll collected in the motorway. Until the credits are repaid, only the consent of the banks is required to perform, and such consent has been obtained by AWSA this year.<br \/>\n5. The price of PLN 0.30 per motorway km is comparable to the rates used in other concession motorways in Europe:<br \/>\nFrance \u2013 PLN 0.31\/km on the average<br \/>\nItaly \u2013 PLN 0.29\/km on the average<br \/>\nPortugal \u2013 PLN 0.30 PLN\/km on the average<\/p>\n<p>* data from ASECAP \u2013 the European Association of Operators of Toll Road Infrastructure of 01.01.2012<\/p>\n<p>6. From 2 January 2013 the Toll Station in the S\u0142upca interchange will open for drivers travelling in the Wrze\u015bnia \u2013 S\u0142upca section. Toll from the drivers entering the A2 motorway in the S\u0142upca interchange and driving east towards Konin will be collected in the L\u0105dek Toll Plaza.<br \/>\n<strong>Revenues from tolls are earmarked for:<\/strong><br \/>\n1. Current repayment of credits contracted for the construction of the motorway in EIB and commercial banks.<br \/>\n2. Motorway maintenance at the level required by the agreement with the government.<br \/>\n3. Gathering the funds for future investments, including the construction of the third lane in the Pozna\u0144 By-Pass, heavy maintenance and upgrading etc.<\/p>\n<p><strong>Reasons for toll increase:<\/strong><\/p>\n<p>\u2022 maintaining financial liquidity &#8211; current service of the credits contracted for the motorway construction (the credit from the European Investment Bank and commercial banks)<br \/>\n\u2022 inflation ratios<br \/>\nToll collection started on 06.01.2003 with the PLN 10 gross rate, including 7% VAT amounting to PLN 9.35 net. The inflation rate in the period from 1 January 2003 to 29 February 2012 amounted to 32% (according to GUS). The net value of the toll of January 2003 expressed in real February 2012 prices amounts to 9.35 x 1.32 = PLN 12.34 net + 23% VAT, totaling PLN 15.18 gross.<br \/>\n\u2022 financial plan agreed upon with the government provides for the increase of toll rates also in the year 2013<br \/>\n\u2022 new investments in the A2 Nowy Tomy\u015bl \u2013 Konin section<br \/>\nAWSA is obliged to gather the determined funds for the motorway projects. In 2011 and 2012 over PLN 150 million were budgeted and spent for new projects in the motorway (including the interchanges of Pozna\u0144 West, Pozna\u0144 East and S\u0142upca); all projects are financed with the revenues from motorway tolls.<br \/>\n\u2022 no State subsidies \u2013 in contrast to public motorways, the concession motorways are not subsidised. 100% of the operational costs in concession sections are borne by the Concessionaire.<br \/>\n\u2022 23% VAT rate \u2013 starting from July 2011 toll rates in the public motorway sections are net of VAT.
