Public Private Partnership - Świecko - Nowy Tomyśl

A2 Strada Sp. z o.o. is a Development Company established for the purpose of providing the design and executing the construction of Section II of A2 Motorway Świecko – Nowy Tomyśl with a view to perform obligations under the Concession Agreement. The major shareholders include Strabag AG and Kulczyk Holding.
Following the completion of construction of A2 to Świecko, this section will be delivered to Autostrada Eksploatacja S.A., the operator of the existing section of A2 Toll Motorway Nowy Tomysl – Konin. The major shareholders of AESA are Transroute International SA, Kulczyk Holding SA and  Strabag AG.

In order to ensure proper performance under the contracts, in strict compliance with Polish law and the provisions of the Project Agreements, the Parties to the Concession: The Minister and the Concessionaire appointed the Independent Engineer – WS Atkins Polska Sp. z o.o., whose duty has been to supervise the design process, the construction and operation of the motorway, as well as to care for the proper execution and adequate quality of construction works.

In early 2009 , as required by the government , a special purpose vehicle Autostrada Wielkopolska II S.A. related to AWSA , established with a view to build and operate A2 motorway Świecko – Nowy Tomyśl. The final shareholding structure will include: Kulczyk Holding S.A.(40%), Meridiam A2 West S a.r.l. (40%), Strabag AG (10%) and KWM Investment GmbH (10%). The share capital of the company is PLN 40M, and, according to the commitments made, will be increased up to EUR 50 M.  Andrzej Patalas is President of the Management Board.

AWSA II  is implementing the biggest concession based investment project in Poland under the PPP (Public Private Partnership)  , i.e. the construction and operation of A2 Toll Motorway.

On 30 August 2008 AWSA signed the so-called commercial closing for the construction and operation of A2 motorway section from Nowy Tomyśl to Świecko with the government (MI) which envisaged the Financial Close in March 2009.  This date was postponed, under a relevant agreement, until end of June 2009.

On 29 June 2009 agreements were signed with respect to the financing of the construction and operation of A2 Motorway section Nowy Tomyśl – Świecko (Financial Close) . These agreements permitted commencing construction works as early as in July 2009 and complete them according to the assumed timetable in good time prior to EURO 2012 Football Championships. Due to this project, Polish A2 motorway will be linked to the European motorway network.
